Safety around Shibakoen should be assessed by specific street and time of day rather than by assuming that all of Minato City has the same conditions. Shiba Park, Zojoji, Tokyo Tower and surrounding offices generate regular pedestrian activity, but some park areas and office blocks can become considerably quieter at certain hours. For disaster preparedness, Minato City publishes a Shiba-area disaster map in Japanese, English, Chinese and Korean. As of July 1, 2026, designated community evacuation sites include Onarimon Gakuen elementary and junior high schools in Shibakoen 3-chome and Shiba Elementary School in Shiba 2-chome. Parts of Shibakoen are also classified as district stay-in-place areas on the city's disaster map. Flood, inland-water, storm-surge and earthquake risks nevertheless vary by exact parcel, so residents and businesses should check the latest hazard maps using the precise property address and inspect nighttime walking routes in person.
