Daiba has a visibly international atmosphere because of its hotels, attractions and large number of overseas visitors. Minato City provides foreign-resident consultation on weekdays from 9 a.m. to noon and 1 p.m. to 5 p.m., supporting English, Chinese, Korean, Indonesian, Spanish, Thai, Vietnamese and several other languages. Tablet-based video interpretation is also available at city offices including the Daiba branch, with English and Chinese among the supported languages. The Daiba branch is one of the designated locations where eligible foreign residents can complete initial resident-registration procedures after moving to Japan. Minato City additionally offers a multilingual Welcome Package with practical living information. Major commercial facilities such as AQUA CiTY Odaiba provide English and Simplified Chinese information. However, language support for individual rental agencies, schools, clinics, banks and other private services varies, so availability should be checked before signing contracts or attending appointments.
